A United States immigration officer has fatally shot a woman in Minneapolis during an immigration enforcement operation, an incident that has triggered protests, sharp disputes between federal and local officials, and renewed scrutiny of Immigration and Customs Enforcement (ICE) activities in the city.

The Department of Homeland Security (DHS) said the shooting occurred after what it described as a “violent rioter” allegedly attempted to run over an immigration officer. Homeland Security Secretary Kristi Noem said the officer acted in self-defence.

The victim has been identified as 37-year-old Renee Nicole Good, a US citizen and Minneapolis resident. Her death has sparked outrage among city leaders, who strongly dispute the federal government’s version of events.

Minneapolis Mayor Jacob Frey rejected DHS claims and called for ICE agents to leave the city immediately. He also urged protesters who gathered at the scene of the shooting to remain calm.

“Show up with peace,” Frey said. “Do not give them what they want.”

The Minneapolis City Council confirmed Good’s identity in a statement and condemned the actions of federal agents in the city.

“Renee was a resident of our city who was out caring for her neighbors this morning and her life was taken today at the hands of the federal government,” the statement read. “Anyone who kills someone in our city deserves to be arrested, investigated, and prosecuted to the fullest extent of the law.”

The council expressed solidarity with immigrant communities and echoed the mayor’s call for ICE agents to withdraw from Minneapolis.

“Minneapolis is resilient and will not back down as the federal government ramps up their attacks on our community,” the statement said.

Minnesota Attorney General Keith Ellison said he is monitoring the situation, noting that information about the incident is still emerging. He criticised President Donald Trump’s decision to deploy thousands of armed ICE agents to Minnesota, calling it dangerous.

“This decision is causing serious harm and spreading terror throughout our communities,” Ellison said. He described the deployment as “reckless” and said it was a “causal factor” in the incident, regardless of the outcome of investigations.

“I will do everything I can to change this awful path we are on,” Ellison said, adding that he would work to hold anyone who broke the law accountable.

President Trump said he had viewed footage of the shooting, describing it as “a horrible thing to watch.” Writing on Truth Social, he alleged that the woman who was shot was “very disorderly, obstructing and resisting,” and claimed she “violently, willfully, and viciously ran over the ICE Officer who seems to have shot her in self defense.”

Multiple videos of the incident are circulating on social media, though it remains unclear to what extent the officer was struck by the vehicle.

“The situation is being studied, in its entirety, but the reason these incidents are happening is because the Radical Left is threatening, assaulting, and targeting our Law Enforcement Officers and ICE Agents on a daily basis,” Trump wrote, calling on Americans to support law enforcement.

The shooting occurred amid a large-scale immigration enforcement operation in Minneapolis and nearby St Paul, where more than 2,000 ICE agents have been deployed.

The operation has heightened tensions across the region, with protests continuing as investigations into the shooting begin.
